Small Business Enterprise Eligibility Requirements
- A for-profit business, owned by a U.S. citizen or lawfully admitted permanent resident of the U.S.
- A firm that does not exceed the Small Business Administration’s size standards for the work they desire to perform.
- A firm whose average annual gross receipts for the three previous fiscal years does not exceed $32.82 million.
- A U.S. citizen or lawfully admitted permanent resident with a personal net worth that does not exceed $2.047 million.
Firms seeking to participate in the Small Business Enterprise Program must be certified as a Small Business Enterprise. PennDOT will certify firms using the same business size, ownership, Personal Net Worth, and control criteria used to certify DBEs.
Upon completing the Small Business Enterprise Annual Needs Assessment or the SBE Get Help Survey, a profile will be created for the user on Pro Rank Academy, (If a user already has a PRA profile prior to doing the SBE survey, the SBE attributes will just be added to the organization and user’s existing PRA profile.) ProRank Academy is designed to help firms and individuals educate themselves about contracting with PennDOT, identify new PennDOT project opportunities and network with firms who also seek PennDOT procurement. Your profile will grant you access to the SBE Supportive Services Group Room (a virtual room with resources for SBE’s,) as well as place you in a specific Supportive Services Tier based on your firm’s
PennDOT Engineering Construction Management System (ECMS) status.
