Small Business Enterprise Eligibility Requirements
- A for-profit business, owned by a U.S citizen or lawfully admitted permanent resident of the U.S.
- A firm that does not exceed the SBA’s size standards.
- A firm whose average annual gross receipts for the three previous fiscal years does not exceed $31.84 million.
- A U.S. citizen or lawfully admitted permanent resident with a personal net worth that does not exceed $2.047 million.
Firms seeking to participate in the Small Business Enterprise Program must be certified as a Small Business Enterprise. PennDOT will certify firms using the same business size, ownership, Personal Net Worth, and control criteria used to certify DBEs.
Firms seeking assistance with their SBE application process
Firms who are ready to begin their SBE application
Firms who are SBE Certified by PennDOT and would like 12 months of supportive services
“Upon completing the Small Business Enterprise Annual Needs Assessment or SBE Get Help Survey a profile will be created for the user on Pro Rank Academy, a platform designed to help firms and individuals educate themselves about contracting with PennDOT, network with Prime and Sub Prime firms seeking PennDOT procurement, and Get work or find PennDOT projects.Your profile will have access to the SBE Supportive Services Group Room, as will be placed in a Supportive Services Tier Room based on your firm’s PennDOT Engineering Construction Management System (ECMS) status. (If a user has a PRA profile already prior to doing the SBE survey, the SBE attributes will just be added to the user’s PRA account.)
